Commented Unassigned: Unable to load one or more of the requested types. retrieve the loader exceptions [13072]

I am getting this error when I tried to run the exe.
Any advise on this issue is helpful.

I am getting the same error. Local SharePoint 2010 servers Ent. edition, no UAC. Anyone has solution?
