Commented Unassigned: Unable to load one or more of the requested types. retrieve the loader exceptions [13072]

I am getting this error when I tried to run the exe.
Any advise on this issue is helpful.

Are you running on the SharePoint server? And are you running UAC? Can you description your environment?
